A magic pencil is a retractable mechanical pencil, and its history dates back to the 18th century.
From the stamp of "S.MORDAN & Co", this seems to be a work of Sampson Modan in the UK.
"Sampson Modern" is the predecessor of British writing instrument maker "Yard O Red".
It is a mechanism that allows you to insert and remove the pen tip by sliding it, and rotate the tip to expose the core.
It's pretty small, but it expands and contracts in two stages, so it's surprisingly big.
