This is a cup called a christening cup.
It seems that they were given as baby gifts to children born into wealthy families such as aristocrats.

This is a work by "John Aldwinckle & Thomas Slater" in London, England in 1887.
The entire piece is decorated with very detailed carvings.
As a cleaning cup, it is large and has a thick silver finish, giving it a heavy feel.
