Insert the tip of the hook into the hole of the button, wrap the tip of the hook around the base of the button,
The button attachment is completed by slowly pulling the button out from the hole.
It is an antique-like tool that is rarely seen today.

This is a 1913 work by "Crisford & Norris" in Birmingham, England.
The sterling silver handle is decorated with a shell design.
The steel hook part is also in good storage condition with no rust.
