This is a pair of knife and fork that is thought to date to the early 19th century.
This is called travel cutlery and comes neatly stored in a special leather-covered case so you can take it with you on your travels.
The handle, made of white mother-of-pearl, has a beautiful shape, and the joint where it joins the blade is also beautifully carved.

 The blade is stamped with a silver plate from the manufacturer. The leather case is dirty but still functions well.
