This is a wooden carved bottle stopper, likely made in Germany around the 1930s.
Apparently, these were made in Germany and Italy around the 1930s to 1970s as souvenirs and promotional items.
The uniquely expressive, hand-carved dolls are painted and equipped with mechanisms that allow their arms and other parts to move when strings or levers are pulled.
Although some parts don't move properly and some parts are missing, it's an item that will entertain you just by looking at its expression.
