This is a work by William Oliver of Birmingham, England, circa 1886.
The entire piece is intricately scrolled, and the cartouche features the first owner's initials and the date "January 19, 1901."
It's a slightly smaller type, so unfortunately it won't fit modern business cards or credit cards.
